Abstract:

This paper discusses a cross-sector collaborative approach to neighborhood planning for the Foreside in Kittery, ME. While there are different planning models, Results Accountability is better suited for cross-sector collaborations. Cross-sector collaboration, like municipal governance, requires sound leadership with the competencies to ensure success. The competencies required to lead cross-sector collaborations are very similar to those found for municipal governance with transformational leadership most linked to successful organizations. Social media, due to its emergence as a leading form of communication, is a useful tool for the municipal manager to engage the public. Leaders of cross-sector collaborations should also utilize social media because of the high reward/low cost potential.
