Abstract:

This paper is an analysis of reducing Vermont's current Driving Under the Influence (DUI) per se limit from .08% blood alcohol content (BAC) to .05% BAC as recommended by the National Traffic Safety Board. Current techniques utilized in the detection, enforcement and prosecution of DUI offenders present several challenges at the .05% level.
